2015年虎门镇青少年男子篮球联赛竞赛规程

（一）日期：7月13日（星期一）揭幕战

（二）地点：虎门公园篮球场、大宁、北栅、龙眼、南栅、沙角

五、参赛办法

（一）报名人数

各社区只能派出一支代表队参赛。每队报领队1名（由社区分管体育的领导兼任），主教练1名，教练及工作人员若干名，运动员12名，其中1名为队长。

（二）运动员资格

1、运动员必须具有虎门镇户籍，只能代表属地社区参赛。

2、运动员必须是1997年1月1日后出生，其中1997-1998年出生的运动员最多可报2人，其他的为1999年1月1日后出生。

3、原来是本社区户籍，但由于升学、当兵、工作等原因，将户口迁出的居民，可代表原户籍所在社区参赛。

4、参赛社区必须为运动员办理人身意外伤害保险，各参赛社区报名时需同时上交保险单复印件。未办理保险的队伍不能参加比赛。

六、竞赛办法

（一）第一阶段（预赛）

以获得2014年虎门镇青少年男子篮球联赛前八名的社区队伍为种子队，其余队伍采取抽签的形式分入四个组（具体分组如下图）。比赛采用同组单循环排列名次，每组前四名共16支队伍进入决赛。

第二阶段（决赛）：采取交叉淘汰及附加赛制1-8（如图）：

（二）决定名次办法

按中国篮球协会审定的2014年《篮球规则》中有关名次排列执行。

（三）竞赛规则

1、采用中国篮球协会审定的2014年最新《篮球规则》和国际篮联的规则解释及补充规定，并执行以下特殊规则：

特殊规则：各参赛队必须分成A、B两组各6名队员分别参加第一、二节比赛，第一节、第二节上场队员不能重复。如因伤病、犯规等其他原因造成人员重复的，由对方教练指定替换队员。第三、四节不作规定，队员可自由组织。如达不到此要求的参赛队伍，则判0-20输，如对方进球数为X（X＞20），则对方以X-0胜；若双方都达不到要求，则不允许参加下一轮比赛。以上规定适用于联赛的全部赛事。

2、采用4×10分钟不包时的比赛方式，其中第一、二节和第三、四节中间休息两分钟，半场休息时间为十分钟。

3、个人犯规：一名队员已发生了5次侵人犯规和/或技术犯规，必须立即离开比赛，并在20秒钟内被替换。如球队的教练或任何场下队员发生2次技术犯规，立即调离球场。

4、全队犯规：在一节中某队已发生了4次全队犯规时，主席台将举红旗示意该队处于全队犯规处罚状态。所有随后发生的侵人犯规应被判2次罚球。

5、8秒过半场：当一名队员在后场获得控制活球时，该队必须在8秒内使球进入前场。

6、24秒全场进攻时间：当一名队员在场上获得控制一个活球时，该队应该在24秒之内设法投球。

7、暂停：上半时（第一、二节）每队各有两次暂停机会，下半时（第三、四节）每队各有三次暂停机会，每次暂停时间为1分钟。决胜期(加时赛)每队各有一次暂停机会。

8、比赛用球：由主办方指定。

七、竞赛服装

各竞赛队必须备有深、浅两套不同颜色的比赛服装。前后印有明显清晰的号码，号码必须为4—15号，其中1997—1998年出生的两名球员分别穿着14、15号球衣。必须在服装背面号码上方印上运动员简体中文姓名，（请在报名时注明颜色）。

八、奖励

（一）对成绩前八名进行物质奖励。

（二）设联赛 “得分王”奖，由整个联赛得分最多的球员获得，并给予适当的物质奖励。

（三）对承办赛区的社区授予“优秀赛区”称号。

九、比赛监督、技术代表和裁判员

由宣传文体局与体育中心共同派出。

十、纪律要求：

（一）每场比赛要有社区负责体育的领导或工作人员带队。

（二）在比赛过程中，如参赛队对裁判的判罚有争议，应首先由教练员向现场仲裁小组提出申诉，其他人提出将不受理。仲裁小组根据申诉内容作出裁决，参赛队必须服从仲裁小组作出的决定。

（三）比赛途中如球队不顾工作人员劝阻，不继续进行比赛或自动离场的，视为主动放弃本场比赛，其比赛成绩计为0:20负。

（四）比赛结束后，参赛队如有不参加领奖的，将取消该队所有成绩，其他队成绩将根据实际情况调整。

（五）凡冒名顶替、弄虚作假者，一经发现，将取消该队比赛资格及成绩，通报批评，并将此项纳入该社区年度体育考核评分中的扣分项目。

（六）联赛开始前，如遇球员伤病等原因，无法正常参赛的，必须在秩序册发放前，由该社区提出经分管体育的领导签名同意的换人书面申请，以及正规医院出具的医生证明材料，提交至体育中心群体办公室审核。经核查后情况属实的，允许更换球员。秩序册发放后，将不再受理此类申请。

十一、报名与报到

（一）报名

报名时间：

1、社区意向报名：截止时间为2015年6月15日（星期一）

2、运动员资料提交：截止时间为2015年6月25日（星期四）

报名资料：报名表（加盖公章，可在“虎门太平网”体育频道下载）、运动员户口簿、身份证原件及复印件、保险单复印件、1寸彩色近照2张。

（二）报到

各参赛队伍须在比赛前30分钟到达比赛现场检录，超过比赛开始时间15分钟未到场者，作自动弃权处理。
